You can reproduce this using LXQt or XFCE4 notifications with Vertex theme. I must insist it's not a Lubuntu theme specific bug. It happens with multiple environments, with other themes.
Another question I have is... why the hell is xfce4-notify using a panel background for himself, even ignoring xfce-notify-4.0 theme (gtkrc) file? Bitmap "panel-bg.png" inside gtk2 folder is used only for the panels, in XFCE or Gnome (and derivatives) desktops. It has no sens that xfce4-notify uses it.
