Bug Description

Even with debug and verbose set to False, Ceilometer is logging "Info" and "Warning" level messages for every rejected request. This can cause massive log files when used with health checks.

After looking into this, the logging of rejected requests is actually handled by the python-keystoneclient project, not ceilometer. In addition to keep things more consistent with the other projects, a better solution to this would be to add some sort of request in ceilometer which can be made without authentication that can be used by health checks. I'm planning on marking this bug invalid and opening a new bug for adding such a health check.
