bluetooth can't be enable without use command line in certain situation

Bug Description

Device n4:
Firmware: utopic rev 106, (20140701-020205)

1. just installed n4 with -bootstrap flag
2. N4 with paired bluetooth device, and turn off bluetooth, reboot by **"adb shell reboot"**.
3. try to turn on bluetooth

Expected result:
1. bluetooth can be turned on, hciconfig can see hci0 up.

Current result:
1. bluetooth can not been turned on, hciconfig can't see hci0 up (is down)
2. 'rfkill list' show hci0 is not blocked at all.

I really don't think this is an issue with ubuntu-system-settings.
