Not logging enough at INFO level

Bug Description

According to https://wiki.openstack.org/wiki/LoggingStandards#INFO_log_level_is_for_Operators

We need to put helpful messages for operators at the INFO level.

Logging when a unit of work is started and/or completed is useful, but we don't hardly do it at all at INFO. Some places we do it at DEBUG.

Note: you should also try setting notification_driver=log to get all stack/resource state changes in the log.
