Bug Description
Section "Plug-in Architecture" describes quite well the Neutron plug-in architecture but it doesn't explicitly indicate how to select the plug-in. Actually this is indicated in the subsequent sections but IMHO it could be useful to introduce the concept here with some general but clear sentence like:
"The plug-in is defined setting core_plugin variable in /etc/neutron/
This is not a bug, anyway:
What is a real bug is that section ML2 does not specify that you need to set core_plugin = neutron.
