Smokeping packages puts apache2 config file in wrong place

Bug Description

The smokeping package places an apache2 configuration file in /etc/apache2/conf.d, but apache2 looks for config files in /etc/apache2/conf-enabled. The config file should probably be placed in /etc/apache2/conf-available so the user can activate the config when they desire.

The problem is in postinst:
   - setup_apache() looks for /etc/apache2/conf.d; valid for apache2.2, but in trusty we have apache2.4 and it should use /etc/apache2/conf-available and then use a2enconf
