Python-Distutils-Extra would make installing easier

Bug Description

Perhaps since I am the author of python-distutils-extra, I would suggest to use them to improve the Python's default distutils:

They allow to integrate gettext based translations, scrollkeeper based documentation and themeable icons.

I added a patch which would also use setuptools, but the commands can also be used with the default distutils. See documentation of python-distutils-extra, or gnome-app-install, update-manager or python-apt for real world examples.

You have to install python-distutils-extra on the build machine or add a corresponding build dependency to the packaging.
