Tickets are not sorted by creation time

The tickets under http://ci-airline.staging.canonical.com/failed/ are not time-sorted. As a first pass we should sort them by numeric ticket ID (newest first), and then when we move to uuid1s for the ticket ID we should sort by the time component in the uuid¹.

I don't think it's worth displaying the ticket ID in the table until people start complaining about not having it, but that's just my personal preference. I'm ever-weary of information overload.
