This patch verifies Floating IP status is updated correctly according to blue print.

VMWWare-Minesweeper fails consistently. The Jenkins gates pass ok

It looks like the Floating IP status does not transition correctly when using the NSX plugin.

    NSX: properly handle floating ip status

    Ensure the floating IP status is put ACTIVE or DOWN when it
    is associated or disassociated.
    This is done directly on the plugin class as the NSX backend
    applies relevant NAT rules synchronously.
