Bug Description
Quite often waiting points are used to show a consist at stillstand on a siding or on a trunk track, that after some time interval starts operation. There are cases where this waiting point is not executed in OR.
The attached demo activity shows this. In MSTS ten seconds after activity start an AI Dash9 appears on a trunk track, moves a bit, and stays there for two minutes (waiting point), and then restarts. (in a not-demo activity the AI D9 would be created before start of activity, so that it would be at the waiting point when the activity starts).
In OR the AI Dash9 does not execute the waiting point, and continues running down the path.
