Video calls betweem Empathy clients without video

Both parties are conencted to asterisk by SIP. All video codecs are allowed. A also tried to disallow all codecs and allow only h263p and h264.
If both parties call a special video room then both see video of themselves and another party.
If we call to each other directly through asterisk not using a special room (same network segment, no firewalls etc) then only Audio works and no Video at all.
Asterisk logs show the following: "... ignoring 'video' media offer because port number is zero..."
