Bug Description

There where a lot of updates for OpenSSL in the last weeks and every time there is a instruction in the USN to reboot the PC - like here:
http://www.ubuntu.com/usn/usn-2232-3/

"To update your system, please follow these instructions: https://wiki.ubuntu.com/Security/Upgrades.

After a standard system update you need to reboot your computer to make all
the necessary changes."

But in the indicator on the panel is no advice to reboot the PC for safety reasons.
I'm not shure if this is a problem of OpenSSL or the indicator plugin from XFCE4 itself - but the reboot advice should be pop up in every desktop installation to sensibilize the user about the security risk.

I think this is pretty much a duplicate of 1971650 which is about migrating to needrestart from the current postinst. Like with another bug I recently marked as duplicate, I don't think it is exactly the same bug but they way the fix will cover both.
