ringer only ringing once after upgrade to u94

After upgrading to Utopic image 96 on my mako my incoming call ringtone is only ringing once.

Steps to reproduce:
1. Call the phone after a reboot
2. Call the phone again

The first time seems to ring as expected, every call after that though seems to only ring once.

This happens as far back as 94.

This only happens after you recieve 1 incoming call

This is also happening on r87 devel. I missed a few phone calls due to this bug
