Bug Description

fuel-web nailgun/test-requirements.txt is missing tox as a requirement

When following http://docs.mirantis.com/fuel-dev/develop/nailgun/development/env.html#setup-for-nailgun-unit-tests you will find that step 7 fails due to the missing requirement.
