confusing message when you try to mark a node to use the fast installer which is already doing so

Bug Description

With MAAS 1.5.1+bzr2269-0ubuntu0.1 on Ubuntu 14.04 when I selected all
nodes and tried to mark them as using the fast installer, I got the
following text at the top of the screen:

The action "Mark nodes as using the fast installer" was successfully
performed on 2 nodes. It could not be performed on 7 nodes because
that action is not permitted on these nodes.

What I think it actually means is that 7 nodes were already marked as
using the fast(path) installer and it'd be better if it said that
rather than telling me I don't have permission.

The bulk action mechanism is a bit stupid right now.
