unstable docs gates on multiple projects

Multiple projects are reporting that their gate-*-docs checks are returning "UNSTABLE" for all checks.

We were out of space for /srv/static/docs-draft at static.o.o - http://cacti.openstack.org/cacti/graph.php?action=view&local_graph_id=718&rra_id=all

I've manually removed some old format draft docs published in 2013 and now removing all drafts published for more than 1 month ago.

You might want to setup a cronjob that garbage collect month old drafts every week.

http://git.openstack.org/cgit/openstack-infra/config/tree/modules/openstack_project/files/log_archive_maintenance.sh is being run weekly from cron and removes *.gz files from the docs-draft docroot older than 3 weeks. We probably need to adjust this to match all files in that tree instead.
