Volume control needs focus on actual used device

Bug Description
Trying here with XFCE Linux Mint RC.
I have the standard sound card of my R400 Laptop and a Logitech wireless head set.
Now if I change volume either in task bar or the headset's buttons or on the keyboard it will change volume of analog output of laptop instead of the head set.
Pulse automatically switches default output to the head set (USB) but should also change the binding of the volume keys.
