Combine "Add" and "Modify" tags menu items

Bug Description
I'm not sure there's a great value in having two dialogs to either add new tags or modify existing ones. We should probably just use one dialog (the modify one) and change the name of the menu item depending on if there are 0 or >0 tags associated with the selection.
