RFC: move dynchk out of misc-test?

misc-test branch builds important LSB checkers: appchk, libchk, etc. Recently
we've enabled building dynchk as well. Conceptually, dynchk is aligned with
the other "misceallaneous" tests, but it's quite big, still a little fragile,
and does not actually share code with the rest. It's been a problem since it
was turned on since misc-test build times have gone way up, and often misc-test
as a whole is blocked from building - during a period of rapid development,
adding new LSB 5.0 libs and other specdb changes - and we typically want a
quick answer from devel/misc-test to validate the latest change.

this bug is filed to hold discussion points on whether to move dynchk to its
own branch.
