Security group configuration on the cloud admin guide is not upto date

security group configuration in the cloud admin guide needs modification ,there is no need to set dummy value in the firewall_driver , we need to have enable_security_group parameter as well

    Fix ML2 securitygroup API enable/disable

    Securitygroup API is enabled by default, and a dummy
    firewall_driver is no longer needed. This patch
    rearranges content to make it clear which files are
    edited on which servers, and fixes the use of the flag
    values.
