[library] Error during the deployment

Environment:
MOS 4.1.1, 5 baremetal servers.

Steps To Reproduce:
1. Start to deploy OpenStack environment with 3 controllers and 2 compute nodes (HA, baremetal nodes, Neutron GRE)

Observed Result:
Deployment will fail with the following errors:

2014-06-19 13:22:10 ERR
 (/Stage[main]/Neutron::Agents::Dhcp/Service[neutron-dhcp-service]/ensure) change from stopped to running failed: execution expired
