Bug Description
FHS 2.3 says:
/var/lib/hwclock : State directory for hwclock (optional)
Purpose
This directory contains the file /var/lib/
Rationale
In FHS 2.1, this file was /etc/adjtime, but as hwclock updates it, that was
obviously incorrect.
The problem with having adjtime in /var is that adjtime may not be present on
bootup, meaning that the time zone offset might be wrong in early boot, leading
to all kinds of bugs.
