Bug Description

A user reported: when trying to launch more instances, than the actual quota allows, no instance is started.

Currently, this can happen, if you start the launch instance workflow via horizon and add other vms via cli.

Isn't this the correct behavior? I would expect that horizon would not permit you to launch more instances than the quota allows. Can you clarify?
