nested stack depth too low

The default is 3. I ran into a stack today that needed 4.

You can modify "max_nested_stack_depth" in heat.conf.

Since this is configurable, setting to Opinion (we need to set the default to *something*).

Except as a heat template developer trying to write generic templates that will work accross openstack clouds, its unlikely I can use stacks nested deeper then the default. And in my experience, I regularly need to nest to 4 places to make nice clean templates.

The ability to change the clouds setting from default is great. Out of the box, the default is too low.

    Increase default for 'max_nested_stack_depth' to 5

    Increase current value due to several requests from users who
    use provider resources or services like Sahara, who wants to use
    nested resource groups.
