v3 shell still has quota-class API calls but that's not in the v3 API

Bug Description

The v3 shell actually has support for the quota class API but that's not in the v3 API in nova:

The v3 API was removed here:

https://review.openstack.org/#/c/72499/

Doesn't look like the client part was removed though.

    Remove quota-class-* commands from v3 shell

    Commit 1b15b23b0a629e00913a40c5def42e5ca887071c removed the
    os-quota-class-sets v3 API from Nova in Icehouse. This change removes
    the corresponding client code.
