Bug Description

The publish_errors option will try to use oslo notifier, but we should use oslo.messaging instead if available.

    Use oslo.messaging to publish log errors

    If log_handler is not available, fallback to oslo.messaging PublishErrorsHandler
    to not require oslo notifier.
