Romanian letters: Compose+comma+t doesn't work (but Compose+comma+s does work)

Bug Description

I'm using Feisty (7.04) and am trying to type text in Romanian using dead-key combinations on the standard US keyboard, via the "Compose" key (right Window key). Most of the expected combinations work --

Compose + left paren + a => ă
Compose + ^ + a => â
Compose + ^ + i => î
Compose + , + s => ş

-- but Compose+comma+t (which should presumably produce ţ) doesn't do anything at all.

Any ideas why? What settings should I check, if any?

Yes, it still is an issue for me.

I'm now running 7.10, and "compose + comma + t" still does nothing at
all (but "compose + comma + s" creates the ş character as expected).

I can work around this bug by specifying an alternate keyboard layout
to be activated by holding down my right "Alt" key, but this is less
desirable to me than being able to use the "compose" function would be.

This is related to bug #74360, please see this for more information.

In short, some compose sequences are not available in the table used
per default by GTK applications, but may be available in the table
used by X11 (as is the case with <Compose> <,> <t>), which is
inherited by non-GTK apps. To make it even more confusing, sequences
also differ between the two.
