All paper options are unavailable when printing to pdf

Bug Description

Steps to reproduce:
File/print
-> select "print to pdf" as the printer

Go to the "Page Setup" tab

Expected: the "Paper" options, such as paper size, should work
Observed: they are sall greyed out and you can only print to a custom paper size equal to the paper size of the document.

When you print to pdf with ANY other program, those options are available.
Inkscape should allow you to choose a different paper size and offer the options to scale, center or move to place the printed document in whatever manner relative to the printing area.

I'm not sure this is a bug.

I get the same sort of behaviour in Inkscape with all my other printers.

Inkscape has a File->Document Properties menu where you can set paper size options. Inkscape is a bit special here, since it represents the printed page in the drawing area, and so manipulating these options would cause the WYSIWYG-ness of its interface to break.

I suggest that this behaviour is confirmed with upstream: do they consider it expected behaviour, a feature request, or a bug?

If it's the expected behavior, then it's wrong or insufficient. You can call it a feature request but it's a pretty basic feature.

You _should_ be able to rescale a document to a different paper size when printing, without having to modify the document's properties.
A pdf has a page size of its own too, yet when you print it with, say, Evince or Acrobat Reader, you can choose any paper size other than the document's own, and then decide whether to shrink/expand the document to the printable area or not, and whether to center it or not (it does lack the ability to choose a positioning, other than centering or aligning to top-left, which I reported to Evince btw)
