Bug Description

The log/details of the failure are captured at the following paste.
I noticed that this bug hit few hours ago and is causing most of the Third Party Test systems to fail.

Per advise from folks on #oeenstack-infra, I uninstalled setuptools and installed version 3.8. This does not seem to help

Downgradeing the setuptools looks like solves the issue:
pip install -U setuptools==5.0

I have tried downgrading setuptools. But that doesn't help.

I triggered a manual mirror update and setuptools 5.0.2 appeared on pypi.openstack.org at 12:36 UTC. Any jobs starting after that time should not encounter this error.

Folks a patch is released by Infra team. You can use the steps described in the following link to fix the problem until the patch merges in the upstream and fixes the setuptools.
