Bug Description

If the consistency watchdog encounters an exception, it is uncaught and it kills the greenthread so it no longer works until the neutron server is restarted.

    Big Switch: Catch exceptions in watchdog thread

    Catch and log exceptions in the watchdog greenthread to prevent
    them from stopping the periodic consistency checks.
