spec: application conformance section inaccurate

Bug Description

As seen in the last released spec:

the description of applications says that they are necessarily architecture
specific. That does not seem to be entirely true, in theory it is possible to
create an application that contains no compiled binary files - they may be
shell scripts, awk scripts, perl or python programs. LSB itself makes some
conforming packages which are "noarch". The wording of the rest of the section
seems to recognize this to some extent.

Should the wording here be adjusted a bit for 5.0?
