Bug Description

This is pasted from an email, it seems a discrete enough requirement to go
ahead and create the request (on behalf of Glen). Note we've rarely taken up
kernel header material, as opposed to glibc material which we do take, but this
doesn't appear to describe any kind of "kernel interface", just bit twiddling
that should have no side effects.
