should WORD_BIT/LONG_BIT be defined?

Bug Description
WORD_BIT and LONG_BIT are defined in POSIX, and appear in glibc's
bits/posix_lim.h; they are absent from LSB. However, in POSIX they're
XSI-shaded, and we don't take all of XSI into LSB, so it's not completely
obvious. It looks like it would make life easier if they were defined.
