[dashboard] flavor requirement filters should be optional

For filtering flavors, it should be possible to specify none or some of the available filters in 'requirements', e.g.
requirements:
  min_cpus: 1

Currently if 'requirements' is present, all filters must be specified.

    Make individual flavor filters optional

    If 'requirements' is present for a flavor choice, make its individual
    components (vcpus, disk, memory_mb) optional, rather than requiring
    all of them to be present.
