14.04 install fails trying to install grub on install media

Bug Description
When installing 14.04 server, the installation program attempts to install the grub boot loader on the install media and not the target disk. I have the installation iso written on to a usb key using the Universal USB Installer program. I boot with the key installed and a single hard disk (the target). When the install environment comes up the USB key is on /dev/sda and the target disk is on /dev/sdb. When the installer gets to installing grub, it tries to install it on /dev/sda and fails.
