test_server_security_groups request malformed

Seeing a new type of issue with security groups and the ImagesOneServerTestXML test.

I dug a little over it, the real problem happens here and seems related to message queue http://logs.openstack.org/24/98624/3/check/check-grenade-dsvm/7be8d8c/logs/new/screen-n-cpu.txt.gz#_2014-06-11_22_46_39_559

This is what #1315095 reports as well, so I'm marking this as duplicated. Fell free to reopen in case you disagree.
