Update jq pkg to jq 1.4 (just released)

To Ubuntu developers:

1. Please note that on an Ubuntu 12.04 machine:

    $ apt-show-versions -a jq
    jq 1.2-8~ubuntu12.04.1 install ok installed
    jq 1.2-8~ubuntu12.04.1 precise-backports us.archive.ubuntu.com
    No stable version
    jq/precise-backports uptodate 1.2-8~ubuntu12.04.1

That is, the most recent version available via apt is 1.2-8 even though launchpad reports the availability of 1.3 (see e.g. https://launchpad.net/ubuntu/+source/jq/1.3-1.1ubuntu1

2. I have verified that on the same Ubuntu 12.04 machine, jq version 1.4 compiles and runs.
