Bug 3815 (a bug related to changes in loopback support in Fedora 19/RHEL 7) was
harder to fix than it should have been because loopback checking extends to
both test-core and dist-checker, so fixes have to go both places.
We can't just take it out of dist-checker, because if loopback support goes
wrong for some reason, running test-core will do a number of bad things (fill
up the local filesystem, for one). But we can move all the "interesting" bits
into test-core, and set up dist-checker to check that the interesting parts
happen.
We will also need to handle older instances of test-core that don't have the
new logic; our current logic in dist-checker should be sufficient there.
