ncursesw/curses.h defining TRUE, not defining FALSE

Bug Description
When looking at the changes for bug 3717, there was an additional guard on TRUE
and FALSE added. This resulted in an unexpected change to ncursesw/curses.h.
Apparently, ncursesw/curses.h defines TRUE, but doesn't use it. Additionally,
it doesn't define FALSE, but does use it in a few places.
When discussing the patch, Mats observed that this may follow upstream
practice, but I figured it deserved a closer look. There may be no bug here; I
just want to make sure that this is really what we want. It looks odd, at
least.
