Bug Description

Following LTP cron test failed due to missing crontab command on rootfs.

cron02 FAIL 1
cron_deny01 FAIL 1
cron_allow01 FAIL 1
cron_dirs_checks01 FAIL 1

Detail test log:

(1) TEST THAT PERSON NOT IN /var/spool/cron/deny IS ABLE TO RUN JOB.

(2) TEST THAT PERSON IN /var/spool/cron/deny IS NOT ABLE TO RUN JOB.
