Failed to bring up an LXC with 1.19.3

Bug Description

I deployed an OpenStack cloud using Juju 1.19.3 in a MAAS environment.
I put 8 LXCs on the bootstrap node, but only 7 came up. juju-machine-0-lxc-6 got created, but juju failed to start in there. There's no /var/lib/juju in there, and looking at the logs I can'tfind out what went wrong. cloud-init did fail to run the pollinate script, but I see that error in the LXCs that work as well.
