OSTF test "Check stack rollback" has failed

1. Create new environment (CentOS, simple mode)
2. Choose VLAN segmentation
3. Add controller, compute, cinder
4. Start deployment. It was successful
5. Start OSTF tests. Test "Check stack rollback" has failed on step 3 with error: Time limit exceeded while waiting for rolling back the stack after its creation failed to finish. Please refer to OpenStack logs for more details.

Also I reproduced this bug on ISO #341

caused by vm performance (stack was in CREATE_PROGRESS status ner 100 sec and then start rollback, but we interrupt it according to have 100 sec time limit for this method. Btw this tests passed without problem on slaves with 2 cpu and 3-6 Gb of RAM. We can set timeout bigger and notify user about minimum HW resources

This bug is targeting unmaintained release and it's stalled in Confirmed state for a long time. Please update the bug and either target it for other release and invalidate it.
