Trouble recovering compute node from reboot

Bug Description

We have Contrail + Grizzly. When a control node was shut down and a VM was launched, the vrouter went yellow on the webui. The message says that the tap interfaces are down, while on the node those are up.

As a result, VM networking is broken. Note that the compute node was not rebooted.
