Work orders should list every unique siding for task

In 3DTS Tehachapi route activity 3DTS_TEH2_SP_1-L_BK_BK_1-12, the first task is to collect two rakes of wagons from adjacent sidings. When run in MSTS, the Work Order lists both sidings' identities, when run in OR only one siding is named in the task. More detail in the following thread:

Furthermore, another 3DTS Tehachapi activity, 3DTS_TEH2_SJV_Local_Mix.act, demonstrated that OR can truncate the names given in Work Orders so that they are indistinguishable. The attached screenshot (hopefully) shows the content of the Work Order together with the actual names of the sidings. MSTS lists the complete name of the siding (yes I know it is because the scenario was written for MSTS).

I committed the patch as a partial bug fix with release 2329.

I have checked using U2021.11.01-0706 (debug) and can confirm that the Work Order in 3DTS_TEH2_SP_1-L_BK_BK_1-12 now lists both sidings and the Work Order in 3DTS_TEH2_SJVRR_Local_Mix no longer contains truncated siding names.
