no prompt for wifi password when lock screen visible

Bug Description
build r60 split greeter
- lock screen
- try to connect to secure wifi by swiping down network indicator and choosing your access point
Expected results:
- prompt for wifi password visible on top of lock screen
Actual results:
- indicator menu disappears
- no prompt for wifi password
- if you swipe away greeter than password dialog is displayed
