Incorrect status of node's interfaces

Steps to reproduce:
1. Deploy environment
Ubuntu Neutron GRE, 3 Controllers, 1Compute
2. Check status of interfaces on muster node

Expected result:
All interfaces should be active

Actual result:
eth1 and eth2 are in offline in UI, but its up if check in cli.

This should not affect deployment, actually. Is it easy to reproduce?
For 4.1.1 I would consider this bug as low priority one if it doesn't affect deployment, and if so, then it is Won't fix for 4.1.1. If it persists in master branch, then we would need to target it to 5.1.

You are right this bug does not affect deployment. It is easy to reproduce on mentioned configuration (see "Steps to reproduce").
I can not reproduce this bug on master iso.

I have no ISO #338 and on the last ISOs I haven't seen this bug.
