Keyboard shortcuts get forgotten on logout in Mint Petra XFCE

I'm using my numpad to switch between my 9 virtual desktops on my Mint 16 XFCE installation. Pos1 is the upper left desktop (1) and PageDown is the lower right desktop (9).

If I run "xfconf-query -c xfce4-keyboard-shortcuts -lv" those shortcuts are shown as:

However once I logout and login again ony the first two desktops can be reached by the keys KP_Home and KP_Up. The other desktops are there but the keys do not work any more. I have to reassign them after every login. This happens reliably every time.
