/etc/init.d/openvswitch-switch does work with /etc/network/interfaces.d source directive

Bug Description

When defining OVS bridge interfaces in external files in /etc/network/interfaces.d/ using the source directive, the network_interfaces() in /etc/init.d/openvswitch-switch doesn't find these interface.

The init.d script (and the associated upstart configuration) certainly don't search for files in interfaces.d

Later releases switch to using:

ifquery --allow ovs --list

which does pickup any stanza's in interfaces.d.
