[dashboard] Need to delete quick envs automatically if app wasn't added

Steps to reproduce:
1. Log in WebUI
2. Navigate to Applications panel
3. Select app and click the "Quick Deploy"
4. Start fill the form and don't finish, just close it

Observed result:
Application wasn't added, but empty environment is in envs list

Expected result:
In this case 'quick' env should be removed

    Delay quick environment creation until it is really needed

    Create quick env just before application's data is passed into. In order
    to create just one environment for multi-tiered application, an id of the
    created environment is stored in user's session.
