Ceph is outdated and should be upgraded to Firefly

FAO Fuel Linux Hardening Team: please validate ceph and ceph-deploy packages with Fuel 5.1.

I recommend to start with ceph itself: I expect it to be a relatively easy drop-in replacement, all we need is to confirm that use cases we care about are not affected: RBD backend for Glance, Cinder, and Nova, live migrations, RadosGW over Swift and S3 APIs.

ceph-deploy is more likely to cause deployment problems, it is possible that our Puppet manifests make assumptions about its behaviour that are no longer valid in the latest version. If there are Puppet related problems with ceph-deploy, please create separate bugs and assign them to me.
